Task Force to probe Tobago health sector

A Task Force is to be es­tab­lished to have a com­pre­hen­sive look and re­view at the health­care de­liv­ery sys­tem in To­ba­go.

The an­nounce­ment was made by THA Chief Sec­re­tary Kelvin Charles.

He was speak­ing at a news con­fer­ence held at the Di­vi­sion of In­fra­struc­ture’s con­fer­ence room.

Over the last week, sev­er­al is­sues have been raised about the health fa­cil­i­ties in To­ba­go, and many were call­ing for the re­moval of the Sec­re­tary for Health, Well­ness and Fam­i­ly De­vel­op­ment Dr Agatha Car­ring­ton, how­ev­er.

Charles said the find­ings of the Task Force would aid in the Ex­ec­u­tive Coun­cil mak­ing in­formed de­ci­sions about the way for­ward.

“We have de­cid­ed to es­tab­lish a Task Force be­ing chaired by the chief ad­min­is­tra­tor and that Task Force will in­clude, but not be lim­it­ed to, the Ad­min­is­tra­tor of the di­vi­sion Health, Well­ness and Fam­i­ly De­vel­op­ment, it will in­clude per­son­nel that are skilled in Hu­man Re­source Man­age­ment, Or­gan­i­sa­tion De­vel­op­ment, Op­er­a­tions Man­age­ment which will in­clude main­te­nance, we shall have rep­re­sen­ta­tives from med­ical per­son­nel such as doc­tors, nurs­es and the gen­er­al pub­lic” he said.

The terms of ref­er­ence, Charles said, will in­clude is­sues rel­e­vant to lead­er­ship, hu­man re­source prac­tices, the or­gan­i­sa­tion­al struc­ture, pay­ment to sup­pli­ers, cur­rent chal­lenges fac­ing the health sec­tor and oth­er mat­ters need­ing ur­gent and im­me­di­ate at­ten­tion.

He said, the role of the To­ba­go Re­gion­al Health Au­thor­i­ty (TRHA) as de­fined by law, with par­tic­u­lar em­pha­sis on their pol­i­cy over­sight and ac­count­abil­i­ty would be looked at.

“Gen­er­al­ly, the com­mit­tee will take a holis­tic view of the health sec­tor at this time and will make rec­om­men­da­tions to the Chief Sec­re­tary for his con­sid­er­a­tion, the con­sid­er­a­tion of the board of the TRHA and the con­sid­er­a­tion of the Ex­ec­u­tive Coun­cil, so that what­ev­er pol­i­cy po­si­tion we may have to take at that lev­el, or those lev­els we can take them” he said.

Charles said the find­ings of the Task Force would be made pub­lic, once there are no per­son­al in­crim­i­nat­ing de­tails.
